After months of work, I finally have keys (and Oldfast did not even have to impression them!)
Mario's Lock in Hackensack NJ cut me an H700 code key on a B1 blank, I just received it today and it works both padlocks perfectly.
I copied it onto the Corbin blank above so that Kumo will get one padlock back, and I will keep the other. The Corbin blank is one pin longer but I chose not to shorten it

Im going to back off that hurd guess and go with Eagle lock co for these, based on the memory of being in the army in the late 60's and being a hobby lockpicker since is was in high school also in the mid 60's

Really if you Look for the eagle lock co and gov. contracts, I think that is what you will find.

The keyway looks nothing like any of the Eagle locks I have seen. Not saying you're wrong, but I have a couple Hurd padlocks that match the keyway perfectly.
