What did you use to make the flag-tipped shaft? Is it a rod with a flag brazed on the end or is it one piece thats been bent, grinded, flattened? I don't have access to much in the way of materials out here (Africa), but would really enjoy experimenting with some tool designs like this.
Also, the cutaway guide-key is a great idea. I'd enlarge all of the dimples (like a bump key sort of) and then mill/dremel-cut a channel on the underside for the shaft to rest in. You'd also need to grind down enough of the underside under the dimples to allow the tip to go from one dimple to the next.
You could also just cut away everything on the dimples side but leave the rest. This wouldn't give you assurance of being under a pin but would ensure the tool is leveraging where you want and not slipping sideways (a big issue with toolfitting in MTL I find). Keep us updated if you go any further with this

All I need is the measurement of the lug that sticks out..... from the back of the rod to the tip of the lug.... so i can mill it right.
