Pinning Tweezers?

Looks like a holding clamp.

The springs hold the jaws closed so it could be for holding two wires together while soldering them. That would explain the cutouts in the tips of the jaws.

You say that your dad was an electrician. They always need three hands. :D

That's what I'd use them for if they were mine.
