Isn't it for a light switch or toilet paper dispenser or something like that?
Locksmiths normally carry some of those.

think I have one mac, easy to make, and i think it's for a paper towel holder case

its for light switches in public areas like hockey arena's and some public washroom's. most electrical suppliers should stock them.

Reckon the emergency lighting system key that's been mentioned, is the MK Electric 'fish key'. Similar, but that's not it.

could also be for adjusting the cleats on athletic shoes. My cousin got some golf cleats and it had one of these with it.
My light switch key is a lot skinnier than that, and I haven't seen a TP dispenser key with "tines" that short. ( I have nearly 99% of the TP paper towel keys, yeah I'm weird)

inside width would be 8mm, just measured the lock.

might be able to find something to modify that will fit.

Lol Deadlock, no I bought a bunch of keys and 80% were janitorial keys, didn't actively collect them.
