I make D&S keys on my ITL950, if the shipping from Australia was not so killer, I'd offer to sell you some. If you think $12-15 is too much for international shipping, you'd have a heart attack if you saw prices to ship to US/Canada from here 
There are some good points made regarding relative quality, there's some real junk floating about. First step is starting with decent quality blanks and genuine code cutting. Quite frankly, it's clear that some sets are simply duplicated from existing sets. Similarly, many sets are made on manual code machines, which is perfectly fine for the odd set, but when people start chugging out volume they rush and get sloppy.
I'd try approaching locksmiths in your area. If you are not a threat to their business and simply a hobbiest, then they may consider cutting them for you. That said, you have to keep in mind that will charge fair price for their blanks and labor, they've got to make a living so it's all business.
