indirect bitting code? I may have some military locks with similiar stampings on the keys and locks, I will check this weekend.
edit: here is a quick google search result, look at the key:

would think either the company (I’d guess something along the lines of Northwest Michigan Light and Electric or something similar) or key identification. Either indirect bitting code of the key like Squelchtone suggested or in a larger company with master keying, the code they came up with to match locks with keys and locations.

Re: Help Identify a Stamped Padlock
Google comes up with Network of Women Ministers and Leaders of the Environment, but I'm guessing that's not it since they seem to be based in Nigeria. Could be a local law enforcement agency, also... found Northwest Michigan Law Enforcement, which could make sense...
On a side note, it's pretty crazy the things you find on google with vague search terms... for all of you who want to be harry potter for a few days with a bunch of other full-grown adults who also want to be harry potter (don't deny it, you know you want to), here's your next vacation: https://magischola.com/

Lol I found the same ministry.
I also had Jeff look up the code to see if its a bidding code or not and he couldnt find anything which is why I posted it here. He is going to try some other sources and if he does find something Ill post it up. Im sure your curious the answer is, I know I am.

Squelch probably is on the correct page. I have an old Eagle key stamped PYCKH.

Re: Help Identify a Stamped Padlock
I spoke to a friend who was an employee of Eagle lock while he was in high school in the 1960's but he does not recall the stamped lettering. His job was putting cylinders and pins together and filing pins to make sure the key turned the plug! We visited Terryville CT last fall and he showned me where the old factory once stood.
