Unknown Story Padlock. Seen It??

Came across this at the Anitque Mall. This falls into the catagory of a Story Lock, but I've never seen this one before. Anyone have any idea what it is? It was locked in a display behind glass. This is the best picture I could get. Also, It's the same on both sides and had an non-original key and no marker marks were visable.

Interesting. I am particularly intrigued by the rotating bezel. Tell me that's just a mounting with screw. Looks like a simple barrel key mechanism with highly ornate face plates. Now, the hard part is if you had to generate a working key.....tell us you do have the key. Pics will do finely. btw, thanks for the post.

Could also be antique English wafer/locking bar mech system....lock box style. In this case you would definitely need a blank working slug to manufacture a turn key via traditional impression methods. I'd take a crack at er.
