Those 14-disc Abloys are really rare, I have never seen one. Only seen (and cut) a couple keys for them.
You asked about the disc that doesn´t move. It´s so called "fixed number 5" disc. They used to put one 3th. from the bottom in Abloy Classic locks. Its there to make picking with certain tools harder.
That lock is totally different to any other re-keyable Abloy padlocks that I´ve seen. I bet you could put those 14 thinner discs to any Profile plug.
One thing looks weird, a round sidebar with just brass guarding it!?! I would think thats easy to drill and drop the sidebar out.

I also recognised that weakness but every padlock as its place to be and due to the stainless steel shackle I think those may be used under harsh weather conditions. Also I think for the institution using those picking resistance was probably more important then the resistance against more brutal methods. If you drill a lock it will always leave evidence and you will recognise that it had been tampered with. But yes you could probably drill it easily.
