I bought these under the assumption that tney were drill guides for a safe. They arent. So do these pull safe dials? Looks like they'd do the job to me.

Maybe more like a compressor than a puller? That threaded piece doesn't look like a forcing screw to me. If you were to bolt two of the plates together with those bolts it'd look a bit like a starter motor Bendix spring compressor. A bit. There maybe a part or two missing. That ratchet has got to be 50 years old or more. I reckon it's some kind of car special tool, but what, I haven't a clue.

Not sure what the plates are, but the wrench is a Billings female socket wrench. For the history of the company check out this link:

By reviewing this site and other Billings collector sites you may find your tool. The company made kits for car companies, gear pullers etc. Here is a similar (male) socket wrench with the same logo. The triangle B was added around 1920.

Wow. Thanks for the help thus far. Im not a tool guy so I bought this as part of a package deal. The wrench is neat and pretty light.
