Pick and decode is my guess. The bottom/right key with the numbers stamped is definitely a pick key. Absolutley gorgeous set. Where'd ya find that?

I would say for sure it is a decoder. I used one like it made by Lee company many times to decode floor safes with dual key locks for gas station drop safes. Basically you decode it then cut the key to open it. Works very well.

Does it work for multiple lock manufacturers or is it designed for a particular cut progression measurement? I have just paid for it so its not in hand yet.

Well the Lee model I used worked only for S&G locks only this was long time ago they might do more than one type now. Looks very much like it to me. Does the top of the box say Lee in an oval circle. Those keys it shows are S&G by the bow design.

What a awesome looking tool sour, you might also be able to make your own decoding keys from blanks for other locks to fit the tool .

Yup that's the one looks compete to me. Was very expensive. Really nice tool.
