The rotary locks were origionaly made by Smith & Egge and a few (1000) by Sargent . But since Smith & Egge went out of business, the Post Office makes their own at the Mail Equipment Shop (MES) in Washington DC. They still make and use these locks everyday , mostly for registered mail. This shop builds and repairs all the rotary locks in the system, plus makes all the locks for their drop boxes. The Post Office has surplas sales every so often and somehow some of these locks get sold, but supposidly, it's illigal for these to be in the hands of the general public
