These Avas are basically wafer locks. In Finland its widely used on bikes ( a welded on, camlock kind of thing), electric posts for car heaters on parking lots, as a cabinet lock, and some padlocks like the one on my video.

There are 4 different keyways for these finnish avas, what we call "flat" is the one OP has. Then there are round (picture in Han Feys article), half round, and a smaller flat key thats a cabinet lock key. The last doesnot have same bitting/spacing as the rest. People ask for these keys a lot in wintertime, but I would need special jaws for keycutter to be able to copy these. Code cutting machine costed 7000 euros few years back, so I order those precut. Bitting codes are 3,5, and 7. OP´s key code is 533775557.
