LOL. I have googled the living shit out of that over the years and never found a copy. I think that because it's a DoD publication it doesn't have to have an ISBN, and thus is only going to sneak into the public domain if someone leaks it.
That said, I'd dearly love to get my hands on a copy so I do look around from time to time when someone or something reminds me of it.

Unfortunately I am not a US citizen so I am some what limited in what I can do.
I wonder if we emailed matthew.lease@us.army.mil if he could tell us how to view the document.
It is not classified so maybe a freedom of information request might work.
