Master Key Help

Can one of you pro's help me out ?
This is what a customer wants.

A key can open all doors.
B key can open all doors except 12,7A, and 9
C key can open doors 14,13, and 11
D key can open 14,13, and 12

I know I can do key's C, and D with cross keying, but don't know how to do the B key. Can it be done ?
