Construction core picking and question

I got these two locks today, and they appear to be construction cores.

They also apparently have only 2 or 3 chambers pinned. My question, do all construction cores of a certain color take the same key? I'm hoping to pick these to control, as the limited number of pins should make it easy. I want to make keys for them, and a simple core like this should be good practice.

They are construction cores, indeed.
Green cores work with the green keys.
I've also seen white and orange.
Keyed in groups by colours.

I've dealt with Stanley/Best in the past installing permanent cores in new Big Chain Stores.
I was instructed by Stanley that I had to return the construction cores to them.
The cores are not paid for by the client, they only bought the permanent cores, therefore, the construction cores are Stanley's property. So they must be returned.

Many of those core have gone astray, I have a few myself that I never use, but all these cores were once stolen.

Edit: The construction cores I've seen were fully pined and their keys were full bit as well. 7 pins.

These came out of a store that was remodeling/upgrading. The resale store I work at got all the doors, and these locks were in two of the exterior ones.

Ok, I've picked one to control, and if someone can help me decode the pins, I'd appreciate it. (only 3 chambers pinned) Here are the measurements:
Assuming pin 1 is closest to the front of the lock:
chamber 3, key pin .146" middle driver .200" top driver (core pin?) .048
chamber 6 keypin: .159 middle driver .175 top driver .062
chamber 7 keypin .198 middle driver .075 top driver .124

ok, what cuts will I need for control and op keys?

SFIC keys and stacks are read from the tip of the key to the bow since they are stopped by the tip of the key instead of a shoulder. Since all the spacing is done from the front, all the cuts and pins are tip to bow, or backwards to the usual. It can be a bit confusing at first.

I just put in 0 cuts for the empty spaces to make it easier. They could be anything you want.

I was not on last night, but I have a chart with all different construction core pinnings. I will send it your way.
I can also have a set of the green keys made for you.
