Best Padlock - Picked to disassembly position only

Hey guys!

I just have a Best Padlock here with
2 keys and one disassembly key.

If I try to pick it open, it seems that
I always pick the disassembly cut combi
because the core is getting out but the lock is not opened. So is this a calculating mistake of the disassembly key that I
always get the core out or could I say 'this works as desined' ?

The key on the top is the opening key.

Some cores will naturally tension to the shear line that removes the core and some will naturally tension on the shear line that opens the lock. That core happens to tension on the control shear line. It is normal.
