It's a generic term mainly used in Germany to describe any 2-in-1 pick to suit uncurtained lever locks.
As to who makes them I'm sure there are plenty of vendors in Europe.
In the UK I would suggest Souber, Safeventures, RBMedical etc.

This individual probably did more for the advancement of lock technology than anyone previously. Not in design or engineering but by the art of manipulation and exposing the weaknesses inherent in any lock.

If we here at KP need a hero/figurehead I put forward the incredible Mr Hobbs (and he's not even British!).
Back to the OP. As for using "Hobbs Picks" to open safes!.....^yeah that won't work! Unless of course it's a warded lock from like 1800.

AETA: After researching the "Hobbs Pick" You are correct Mercurial and it isn't what I assumed it to be from looking at some of Hobbs' tools. I'll see if I can dig up that link again.
Not the link I wa looking for but You can see why I assumed the hobb pick was for antique warded mortise style locks.

Quite the opposite, in fact. A 2 in 1 pick would be quite useless against a good quality warded lock, and will in fact pick many safe locks that lack a curtain.
