like a construction core.
notice the keypins are flat,like drivers.
the holes are also a slightly smaller diameter than the pin chambers.
my theory would add up.

Construction keying. Builders keys have a lower cut in one or more chambers than the owners key.
When the owners key is inserted, with a higher level cut, the construction ballbearing\master pin is raised into the bible, falls into these holes, and stays there for the life of the lock.
Some brands use smaller (circumference) master-like pins, most use tiny ballbearings.
For instance, Gainsborough use master pins which fall into these holes.
Lockwood use a ballbearing that is equivalent to 4 depths.
