Measurements depend on the lock and the method you're using to apply tension. You really need to have the lock in hand in order to make the tools properly. I wrote up a guide on picking these locks and making tools for them here. It's very simple to make wires, I personally use coat hanger as it's easy to bend and file but still has plenty of strength to it.
