My guess would be France.

I'd say that because it has the word 'Prive' on the bow. I'd also say it's a safe box key since it's a common use for this type of profile in France. It's not an original key because it doesn't have the manufacturer on the bow (such as Fichet, Deny or Picard). This is a cut copy.

The small cutout on the front of the bow would show the user which way to insert the key.

That's my 2 cents, but can't be 100% sure.
