yes they are. if you don't need OEM Yale brand keys you can get ILCO 997PA, which are 6 pin.

not much reason to get these blanks nowadays except for antique USFS padlocks and a small variety of cast antique railroad locks.

if you are impressioning a padlock i would suggest buying the ilco's first as the YALE blanks are quite a bit more expensive if you can even find someone that can order them for you...
