Could someone please explain Ebay's policy on key machines?

I have been searching for months and only find "not working for parts only". Today I saw one that in his description he stated motor is removed to be in compliance with Ebay's policy. WTF?

Key machines fall under the tools for lockpicking and key duplication. Selling a whole machine that is working and able to duplicate keys is against policy.

If you sell a non working machine for "parts" it fits into a loophole.

Thanks. I have been trying to find a HPC 1200 on the cheap and now I know why I am not finding them on Ebay. I always hear the rumor of someone picking one up but now I wonder where.

You can find them but they are usually taken down quickly. If you see one send the seller a message. Sometimes they are BIN auctions that get bought before they are pulled. And very rarely the auction does go through.
