Need Help w. Finding which keys will fit

Good day gents,
I have here 2 US Navy padlocks going to my collection but first I need to make keys. Any idea what key blanks would fit these 2? They look almost identical except one of them has the top a bit higher than the other.

I would check out SC1041R if they have four pins and C1041R if they have five.

I have a couple Waterbury US locks and they all use the Ilco 1140G/R3 blank.
The Chicago blank that GringoLocksmith mentioned looks right.

Innerpicked: The more keys you carry, the more important you look
