Creating Templates from photo with a ruler

Matt Blaze has a lot of photos of most of the common lock picks with a ruler. I wanted to create a bunch of templates from his photos.

If I resize the image to match to the size of the horizontal ruler will that create an accurate template or does it need a vertical ruler as well.

For example

If you resize the image without deforming it one ruler is enough. Just constrain proportions while resizing.

Sir Picks a lot did a very good template of some Falle tools and others . The pdfs print the template's embedded rulers the correct size.
