Make sure the pic is not bigger than the file size they specify and within the pixel dimensions listed.
You will probably have to crop it and lower the image quality to make it small enough.

Just like Ratyoke said, make sure the image is not too big.

I would recommend using gimp, first crop/resize your image to 165x200 then save as jpg. When you're at the export settings click the "use preview window" and it will give you the file size (so you can try to optimize for the best quality for 34.18 kB.)
