I`ve tried to pick and make key for this padlock no luck ,need help to get it open old yale flat shackel padlock

I believe those are actually warded locks.

If you have a beefy long hook, or some strong straight wire make it into a "T" and then use that as a key - not a "pick", just like a laminated Master.

I'd say warded as well, yale did make wafer padlocks but they don't look like that... can't see anything in the keyway either, and you can always see at least the first wafer. That keyway plate should rotate freely about 90 degrees then stop, if so then it's definitely a warded mechanism. Bend a relatively thick bit of wire to an L shape about the same width as the keyway and put it to the back of the lock, rotating to feel for any kind of spring resistance. If you can't feel anything, flip it round and try it that way. Should be simple enough.

Edit: Just searched "yale warded padlock" on google and your exact lock came up, so that's that confirmed. Just noticed you said you wanna make a key for it, in that case instead of simply picking it what you could do is get a flat piece of steel (same width as the keyway) and impression it. You should find info on impressioning warded locks easily enough, if you blacken the steel with heat you should get pretty good marks. Much faster and easier than impressioning a pin tumbler.

This should be a 3 lever lock. The levers need to be picked to retract a cross bolt to release the shackle.

If it was a lever mech, the keyway would have to be at the front.

It looks like a warded key but it has 3 levers instead of wards. The levers line up and allow the post on the crossbolt in which will release a vertical bolt, opening the shackle...

Hmm, it could be warded. My book shows the same model but as a lever lock but some youtube ones are just plain warded.

HA! I knew it had 3 levers. And you dont need to cut them open, you can just punch out the brass rivet holding them together.

This is the vintage yale with key...same as yours bolt, the bitting at the end of the key throws the bolt while the levers are picked up on the lower down bitting of the key.
