G.I. Padlock question

Sorry if this topic has already been covered, does anyone know what 'SET' on GI padlocks stands for? This appears on padlocks of different manufacturers and eras. Does it mean it conforms to a certain set of regulations for an item? Any info would be appreciated.

I always assumed it to mean set as in there were 2 or 3 locks keyed alike.

as always, the simplest explanation is most likely the correct one (so says that guy with the razor). but then again, who would expect Uncle Sam to do anything simple? Thanks, Jeff
