Those are the left to right offsets of the wheels.
This is because there are not any flys and the drive tab on wheel 2 and wheel 3 are 2-1/4 numbers wide each. (Technically they are W1 & W2 since the other is a cam attached to the dial shaft)
My safe can be dialed either RLR or LRL, but the difference in the first number dialed will be 4-1/2 and difference in the second number will be 2-1/4 while the last number will be the same.
