I'll share a tip Oldfast let me know about when I was working on a similar safe.
Remove the dial ring so the magnetic base sits flush. Does the safe have change key hole? LaGard wheels? Maybe their old hand change type?

That is a great tip that I had forgotten about. However, the base never moved, or if it did it wasn't enough to affect manipulation.

I thought it had LaGard wheels, but it turned out they were S&G (key changeable).

This little safe has a story to it. From the looks of it, it was locked shut and opened before. Upon removing the door, the bottom inside looked cracked. Closer inspection shows that it looks like someone had cut the bottom out at some point, and rewelded a new bottom over the old one and painted the inside black. That's my deduction any way.

What's happening in the first picture?
I wasn't aware the dial goes in and out on these locks?

You need to push down the dial to unlock the lock. That is the only way to get sort of a CP and the information is in the depth of the dial. In The National Locksmith Guide to Manipulation is one chapter about this lock.
